Nigeria currently has 774 Local Government Areas (LGAs) spread across its 36 states and the Federal Capital Territory (FCT), Abuja. The modern local government system traces its roots back to the British colonial era, when indirect rule was established through traditional institutions such as emirs and chiefs, who administered local areas on behalf of colonial authorities. Following Nigeria’s independence in 1960, local government administration underwent several reforms aimed at decentralizing governance and bringing services closer to the grassroots. A significant milestone was the 1976 Local Government Reform under General Murtala Mohammed’s administration, which standardized local government structures nationwide, recognized LGAs as the third tier of government, and provided them with political, administrative, and financial autonomy.

The creation of local governments evolved significantly over time. Initially, during colonial rule and early independence, local governments operated under regional administrations with limited autonomy. However, the 1976 reform transformed them into constitutionally recognized entities with elected councils responsible for local development initiatives such as education, healthcare, sanitation, and infrastructure. Subsequent military administrations further adjusted the number of LGAs—expanding from 301 in 1979 to 781 in 1981 before stabilizing at the current number of 774 by 1996. Today, each LGA is governed by an elected chairman and councilors who oversee local affairs and deliver essential public services to their communities.
